Outreach:

Sometimes it is just too difficult for a service provider to go out and talk to existing or potential customers.  The demanding job of operating any public transport system can create a sub-conscious resistance to change or innovation.

Finding the time in a busy work schedule to engage with a variety of interested parties might not seem important, yet it could be a vital component of future viability.  

What could you be missing?  The so-called “near market” that might use your services if small changes were made?  The chance to keep as passengers the groups that often give up using buses and trains – when they leave school or college, or simply retire from active employment?

It can be useful to have an expert available to take the lead in reaching out to that near market or to the customers who once used the product but have stopped doing so.  Someone who knows the limitations you are bound to face.  Someone who can assist in redirecting demands which belong with local politicians rather than the transport operator!
